I use proactiv and a prescription topical called clindamycin phosphate. I haven't had a breakout since I started the Rx.

I did well with Proactive & I like Neutrogena clear skin foundation. It contains acne fighting ingredients.

Get a prescription cream from your doctor. When my DS remembers to use his, his skin clears up in a day or two.

Yeah, nothing has worked 100% on mine either.  I am 40 and still have acne.  Proactiv worked for awhile, but I could only use it once a day, instead of twice like recommended.  The toner was too harsh.

I have/had the same issues. My face started clearing up when I began to use "adult" products and not the clean and clear type stuff marketed to teens. I like Mary Kay facial cleanser for oily skin, but I'm sure there are other good ones.
