A friend of mine says that she is offended by a friend of hers that dressed her toddler up as Chucky. She thinks that it is considered neglect. I personally don't see anything wrong. What do you think?

I think she got the word "neglect" mixed up with " it scares me" or " I personally don't find it appropriate".

I saw a toddler dressed as Chucky this Halloween! I thought it was great and complimented the mom.
