My school had great lunches. But, we were not allowed to bring our own lunch.

Some kids have parents that won't let them take cold lunches.  Some are on free or reduced.

I wasn't allowed to take cold lunches until I got a job and bought my own foods to take.

A. Because that would take effort and B. Then they couldn't complain that their free food was shitty.

My kids say it's gross and won't touch it. The whole city of public schools is free and they still take their own.

Our school lunch was so good in middle school and high school. I crave some of the stuff sometimes. My mom packed for me when I was in elementary.
