If anything I think it's the other way around. Some men think a woman is flirting when she's just being polite.

Lol my dh and I were just talking about this yesterday. He was being polite to the single mom next door while washing his car just small talk and she was like oh your so sweaty and walked over and tried to wipe his forhead. Makes me laugh because it makes him uncomfortable.

Because they're not used to it. For some, being treated like shit is standard unless someone wants to get into their pants. It's actually pretty sad, IMO.

I think there is a distinct difference between flirting and just being nice.  It can be subtle though. Guys are pretty physical, so if while they are "being nice" they go out of their way to make physical contact with me, I'm probably going to think they are flirting. Maybe some women just dont' realize how often a man is interested. It can go either way.
