I am lactose intolerant and use Lactaid milk in place of regular milk.

You can make whipped topping using coconut milk cream.
You can also replace the dairy milk in cupcakes with coconut milk.
I prefer making the milk and cream myself.

If your only issue is dairy just substitute soy milk and earth balance organic spread for milk and butter in your favorite recipe.

Butter is fine for most lactose-intolerant folks- so buttercream would be ok with a little almond or soy milk to thin it. I don't use milk in some of my cakes.

If she can have eggs just go with duncan Hines and that confetti icing. Neither have milk.

Just do a shortening buttercream frosting. Add flavorings.

I've made dairy free before. I just use Earth Balance butter and almond milk. My son is allergic to wheat, eggs, dairy, and peanuts. There are all sorts of products out there if you have a store near you that carries them.

Yes my dd is highly allergic to milk but Duncan Hines makes multiple mixes that are dairy free. I make the classic yellow and devils cake for her regularly. I use the pillsbury funfetti chocolate frosting for her too. They are made with soy instead of milk and the cake mixes only require eggs water and oil. Just read the ingredients to make sure you grab the right box but those two things have made dd's birthdays so very much better.
