What does "within the hour" mean to you?

Do you think it means within the next 60 minutes? or before the next hour begins (so if it's 5:30, then you mean before 6:00)?

Before the next hour begins. If it 3:30. Then by four. If it's 3:02 still by four. If it's 3:52. Still by four. Lol
