So if a 14 year old girl babysits and the father of the children (say he's 35 or so) is always home before his wife, and he makes a point of touching the girl on the leg and neck etc and also one night she is sleeping there because it's late, and he comes into the room because he thinks she is sleeping and looks under the bedclothes at her body.

This goes on for a year or more. What would the proper term be used to describe this.

I honestly have no idea. I don't think it counts as molestation. Maybe inappropriate conduct with a minor?

That is predatory behavior, he's also "grooming" said 14 yr old so when he makes his move it will seem "normal".
