Do people who say this mean "picky kid food"?

Food is food.  There's no reason to make special food for a kid.  If they are old enough to eat solids, they can eat whatever food is served.

I always got the impression that people meant things like Mac and cheese, hot dogs/chicken nuggets/chef boyardee meals etc. When they said "kid food"

You're one hundred percent correct. Just the idea of calling it "kid food" implies there's special food that kids will eat to the exclusion of other things.
