Can a women who is ABLE to work but chooses to stay home on welfare call herself a sahm?

Does it matter if her DH works and she's on welfare at home?

When I think of sahm's I think it's an arranged agreement between her and her working husband, that he will financially support the family.

So most women on welfare can just call themselves sahm's. Just don't seem right to me. I don't know why. It just don't.
