When is it time for dr?

Ds 5 has a cough and runny nose but his eyes are also wet and red, he had a fever last night but not today. Is it just a cold or do I need to take him to dr? How do you know when to take him in?

If a fever wont break with meds, or last longer than 3 days I take them in. 

Cough and runny nose and bad eyes, can last for weeks.
