Safest country for vacation

Outside of the US, what is the safest country to visit on a modest budget (say $3k for air & hotel for a week)?

I mean so safe that a woman travelling alone would feel perfectly safe going for a midnight stroll. Anywhere?

I'm thinking sure, maybe the countryside in a lot of places, but what about towns or cities?

It depends on what you want? Tropical? Winter? Something in between? Exotic?

I live in Europe (American expat) and you could maybe do Central and Eastern Europe on that; Budapest, Prague, Bratislava, Ljubljana, Sofia

You could maybe do it in Western Europe if you don't travel during peak times of the year or use AirBnb or HomeAway.

An old friend daughter just went to iceland. 18 and by herself. She had a very good time too.

You could probably come here to Norway with that. I would find a hotel that offers complimentary food, though, or eat out infrequently because Norway is expensive, but if you're smart, you can do it.
