My MIL went way over her boundaries. My DD who is only 9 wanted to dye her hair pink. My dh and I told her no.
I let her spend the night at my MILs house. She than sent me a pic of DDs hair all pink!!
How can I fix this mess?

Bleach. Hair dye that matches natural collie and supervised visits with grandmother our cut ties.

Take her to a salon & have them fix it then find a suitable punishment.
