She can make on on Wix or Wordpress. Both have free versions.

It's a 14 day free trial and has a bunch of templates you can use.

She can make it on her computer for 100% free, minus the cost of the computer and whatever web design software she uses (notepad works well for a basic webpage, even if it takes a lot of cutting and pasting templates).  The web address would be something like C:documents:projects:etc.  Wherever you put it.  A thumbdrive would be a good place to put it.

So, like other trial ran programs, she can just stop using it after the 14 days. It's not rocket science. OP never stated how long she needed it for.
