I'm pretty sure it is. Some people have dyscalculia too.

I'm a math teacher and i can say 100% yes, there are genuine math phobias, but it's like someone saying they have ocd because they're organized. The idea of it gets diluted by people over using the concept.

Just because someone cant do math doesn't make them stupid. It means they cant do math.
What if they can write a great novel?
We all have strengths and weaknesses.
A weakness in math doesn't make someone stupid, a closed, judgmental mind does.

This is where you sometimes see numbers differently, get left and right confused, etc right?  I think I looked it up one time because I'm pretty sure I fit into there somewhere...
