Whats the most economical way to go about it?

My 2 year old needs mostly all new clothes. He has gone from last winter wearing a 24 months and now needs 3Ts for fall (he's in a 24/2T now but theyre getting small, plus not fall appropriate)...

Where can I get the best bang for my buck?
He doesn't do jeans or stiff clothing. He likes comfy, preferably no tag or easily removed tags.
I'm at a loss for boy stuff!

ETA: His clothing budget is $200.

Target has a lot of cute boy stuff and it's cheap.

I get my kids a lot of stuff from Once Upon a Child. I'll buy stuff other places too if we see something cute/cool, but for the change of season/size when I need to buy a dozen new pairs of pants, I'll check there first.

Thrift stores scare me...lol
My sister got a bad bed bug infestation from buy stuff from one.
I know that isn't typical. I am itchy thinking about it.

We do have a Savers near. I may get the courage to check it out.

 Walmart . You can easily get a little kid enough  clothes there for $200.

This. I'm so sad that ds has outgrown the kids clothes. :(

But now, I plan on checking out plato's closet for him, the "teen" version.
