To forbid one sex from driving? I have a friend who says there are little towns in the US where women are forbidden from driving.

Umm yeah. No. As long as you pass the tests and have insurance you can drive no matter what's between your legs.

I think there is some ultra orthodox Jewish community in NY that has "rules" like that. It's a cultural rule and not a legal standing law though.

I lived in a town where women couldn't drive. It was right next to another town women couldn't drive. It wasn't a law but a woman driving would be seriously reprimanded.

No. There are town (cult areas imo) that have posted guidelines, but not legally enforceable laws along those lines.

Maybe referencing a religious community? Pretty sure Amish don't let their women drive. Maybe Mennonites also. Other than that, this is 'merica, we do what we want!
