3rd grader doesnt know how to read! Even kindergarten sight words

My husband and I recently a week ago took over temporary custody of our nephew and his sisters... I knew the kindergartner didn't know how to count to 10 and I been working with her how to write and what not... Our nephew had his first day of school today and his homework was to read a simple paper book "Maria goes to school"  and it basically just had the repeated sentences like "I get my back pack" "I get my school books" etc.... He couldn't even know get... Or anything... I tried a simple book I had left over from my son in kindergarten(hes in first now) and he couldn't read that either... But my kindergartner could easily... 

I'm not sure where I should go from here?

Call the school and get an IEP.

You go to the school immediately and get him in extra services.  He will need a significant amt. of work to get him where he should be for his age.  You will need to remember where you started with your son and do the exact same things with your nephew to teach him how to begin reading. 

Is he at least able to recognize his letters?

They have programs at most schools that will assist the child with catching up. I would try to get a conference with the school's principal to see what services will best fit the child's needs. It's a shame, good luck.

You talk to the school about special reading programs. He's not the first 3rd grader to not be reading, they'll do their job and you help from your end.
He'll be reading in no time

CAll the school see what kind of help they can provide him.

Talk with the teacher. Get him on starfall or iready to help at home. Just work with him.

It is a bit expensive but we had GREAT results with Lindamood Bell.
