With hosiery, I think they can be ok. I have worn shoes like that on interviews and it was pretty professional I think.

They're like regular heels, but they don't cover the toes, hence "peep toe".

I wouldn't unless they were your only dress shoes.

It depends on the job, I think. And heel height (the picture you posted is way too high for an office). And whether you're wearing slacks or a skirt/dress.
