stopping the carnage in chicago?
who do you think is responsible for it?
should  the mayor take responsibility for not doing anything to stop it?

Put more money into education and family welfare programs. Provide a better foundation for when they are growing up so they don't need to join gangs and get in with the wrong crowds.

That's a lofty longterm solution.  But it could take years before it translated to less crime.  Any suggestions on a more immediate fix or is all hope lost?

Insentives. Probably not the best in the long term because people will start to expect it but to start with and than roll into what anon 2 is talking about.

Short term solutions work as well as putting a band-aid on an amputated leg.

No short term solution would end or curtail the murders and shootings?  Until a long term solution is implemented the deaths should continue as they have been now for how long?  
Business as usual?  No change from the administration of that city/state?  Just let gangs and illegals randomly shoot and kill people?

Doesn't really sound like much of a solution now does it?

If you and your family were living in that area that would be okay with you?
