Edit to add why the dog has a tattoo:

A lot of shelters and low cost clinics tattoo the animal once they have spayed/neutered them. It’s an easy way to see that the animal has been fixed.

This dog was not tortured by a horrible owner. It was marked to show it’s been fixed.

The tattoo on the dog is from it being fixed. A lot of low cost places tattoo a small symbol of some sort on the dog so you know it’s fixed.

The tattoo is to signify the dog was fixed. A lot of shelters do that to make it easy to tell if a dog has been fixed.

The dog wasn’t tattooed because of some sick owner.
