Dont give me some smartass answer like how you wouldn't live in an apartment to begin with or to move.

I live 2nd floor with 2 kids. 6 and 2. During the week it is quiet all day since my oldest is in school and not aggravating her sister.
The weekends i try keeping the noise level down but this morning my youngest was having screaming fits if you even looked at her.
This started at 9am (had a 10min on and off fit). About 10 am the downstairs neighbor came up and asked me to keep it down please. That him and his gf work 2nd shift and dont get home till 10pm and now they are awake.
The lease states quite hours 10pm to 9am.

Edit.
We all just woke up at that time. She was just hungry and was calm after eating.

I'd take her ouit to the park/pool/etc. and let her let off steam.

I have kids and even that would annoy me. Sorry. I must have a noise sensitivity.

I was annoyed too. She just woke up wrong side of the bed i guess

Suggest your downstairs neighbors move?

Honestly knowing how thin the walls oviously are in your apartment I would try to keep the yelling screaming out of control brat in the room fathest from the downstairs neighbors bedroom.  I'd keep her in there until she stopped screaming or until the downstairs neighbors woke up. Just because quiet hours ae 10 pm to 9 am doesn't mean your special snowflake should be allowed to scream

Brat? Seriously? Have you never had a toddler? They have meltdown somtimes. I didnt allow her to scream.
