What? No. My children were NEVER out without me until midnight at 13. Our city has a 10pm curfew for anyone under 16 anyway, but no way in hell would my 13 year old be anywhere until midnight.

Its circumstantial. Is this with a close friend? Relative? Are they going out of town?

But across the board, hell no. My 13 treat old is not staying out unto midnight every weekend.

Under the age of 16 they have have a 7:00 pm curfew. Ages 16 to 18 they have a 10:00 pm curfew. Over 18 and living in my home, as long as they call me and let me know they are still breathing....they can stay out until 1:00am. This goes for weekdays and weekends

Depends. Is there a parent that he will be with and drive him home? If yes, then yes.
Is he going to be on our road, like a couple of houses down hanging out? Then yes.
If he’s just running around, walking blocks away from the house, then no.
