Making a compost--how to do it?

I have some pavers/cement blocks leftover from a gardening project so i was thinking of using them to make a compost in the corner of my yard.  Do I have to line the bottom with anything?

You really should have a secure cover. Our compost pile became an all you can eat buffet... For raccoons, possums, and a fox or two.
