Haha.... Employees need the government to step in so they can count change! The reasoning in this is pretty ludicrous. A retail position, especially part time employment, should never be held to the same standards as a job that provides support to a family - these jobs are not meant to fill that role. The PROBLEM is not the company, it is the failed policies of the government to promote job growth and industry innovation combined with policies that discourage people from moving off assistance.

The issue we have is power.   The politicians want power.  So, they give people PA for votes.  If you are on PA, why would you bite the hand that feeds you and vote for the other guy?
