This picture shows the moment a small boy has a gash cut in his head as part of a Shi'ite Muslim Ashura ritual. 

The tradition, which commemorates the death of the Prophet Mohammad's grandson, is seen by some Shi'ite Muslims as away of washing away their sins.

The Day of Ashura is a national holiday in some Muslim countries, with thousands taking part in annual rituals which include people whipping and cutting themselves with chains and knives.

This Shi'ite Muslim child had his head gashed during a procession ahead of Ashura in Mumbai, India.

Muslims took part in the event to commemorate Imam Hussein, the grandson of the Prophet Mohammad, who died in battle 1,300 years ago.

Other Shi'ites were seen drenched in blood during the processions in India, Iraq, Lebanon and Afghanistan.

Young children carried large knives through the street and were seen with blood pouring from head wounds. 

There were similar scenes in Lahore, Pakistan, where men were seen with open wounds and scars as they lashed each other. 

Some Shi'ite leaders discourage self-mutilation and bloodletting, claiming it has no basis in early religious history and creates a negative image, and encourage people to donate blood instead.

The two blasts targeted roadside tents on the way to the holy city of Karbala,

I don't like the daily mail, anyway that's weird but we westerners have weird traditions too. For example Catholics rub ashes on their heads.

 What the article does not say is those (Shiah) who do participate in this practice on Ashura and the very small minority. When I say "minority" shiah are already the minority and only a minority of them actually self mutilate them self which they do to reenact the suffering of Hussein.

The majority of Shiah it is just a day of mourning in which they mourn and grieve Hussain and then have festivities, even the majority who make the pilgrimage to Karbalah where Hussein was martyred.

For the majority of Muslims, Sunni main stream for us it is a day to remember when the Prophet Moses lead the Jews out of captivity and Pharaoh and his army were killed chasing them across the parted sea.

In addition it is also the 10 day of the month of Muharrum on our calender (10 days into the new year). It is the greatest month for forgivness and the 10th (Ashura) is the day of attonement in which we fast for 2 days and it eliminates all minor sins of the past year.

The practice of the minority of Shiah that do self mutilate is considered misguided and is a sin according to the main stream original teachings of the Prophet Mohammed sallallahu alayhi wasallam. Although unlike some tiny cults that have emerged here and there over the past years that call them self Muslim the Shaih are from us, from the house of the Prophet Mohammed but after their split due to political differences later on in years down the line they developed some small religious difference (not many). The biggest difference was this practice and the meaning behind mourning Hussein as if he was divine.

And, to be fair, there are also BDSMers who do similar things, though they tend to be more careful that blood flying around doesn't cause hit other people.
