It should hit shelves sometime before January 1, when it officially goes into effect.

This seems to be just for boy scouts not for cub scouts.

Nope, this Guide covers BSA advancement policies/rules for all BSA Scouting units - Cub Scouts, Boy Scouts, Varsity Scouts, Venturing, and Sea Scouts.

Section 4.1 is specific to advancement in Cub Scouting. Section 10.2.1 is about advancement for disabled Cub Scouts.

There are also general rules that would apply to every Scout.
