I swear I'm not bashing. But IDK exactly how banning circs would work. For some people its a religious thing. And in the US you have freedom of religion. That would be encroaching upon currently established rights, wouldn't it?
I don't know about banning them. Some people have a religious reason for it.
Girls are circ'd for religious reasons, but those are banned in the US.

Female circs can also be for religious reasoning, but they are banned in the US and have been since '97.

Germany just banned non medically indicated circ too! :) I'm hoping soon we'll be equal in a LOT of different fields.
