Talk to baby, sing songs, or give a small toy to hold.

My baby does the alligator death roll every time i change him! Most of the time he is down the hall when I put his diaper in the pail. I have tried toys, letting him hold lotion bottles etc. Nothing works. He just wants  his naked butt crawling down the hallway! It is soo cute I cant help but let him do it. Thankfully we never invested in a changing table!! Floor works best.

Talking or giving him a toy to hold, depending on age

She want's to hold the small bag of wetwipes and hands them to me. But I have to be quick about changing the diaper otherwise the pack of wetwipes is empty...

My DD has decided thats it'a fun to gum the diaper that I unfolded. Either that or play with her feet, making it hard to close the diaper. Most of the time, she'll lay still, but there are times when she's fussy and wants nothing more than to roll over and try to get away. Most of the time, I just let her play with the diaper.

I give them a clean diaper to play with. It is something they are interested in because it isn't something that they usually play with. it seems to work 99% of the time. :)
