Google searched a few websites and all said NOT TO USE IT!
It can cause miscarriage while pregnant and can be toxic to your infant through breatmilk.

For what it's worth my toothpaste contains neem and there is no warning on it for pregnant or breastfeeding individuals.

I am currently nursing and still using it.  I have also used it through two pregnancies.  There have been no concerns that I'm aware of.  Before freaking out that it's toxic... consult a herbalist or at least look at the context where that statement is being made.  Most essential oils can be toxic if consumed, but are safe for external use such as cosmetic application.  The reference to miscarriage should be when used inside the vagina as a contraceptive.
