My 7 amd 5 year olds fight all the tme and I don't know how to stop it. Please help.

wish I could help but my 4 & 2 year old boys are always fighting; either bickering or physically fighting. It's mostly the older boy who doesn't want to play with his younger brother but there are times when the younger one starts it. We do time-outs a lot but sometimes as long as they aren't hurting each other I just let them get it out of their system.
