I found this banner maker today: http://www.bannersketch.com/ It's free. So far, I think there's probably something better out there, but if you're looking for a basic banner, this will do it.
For photo editing, I frequently use http://www.lunapic.com/ I might start looking around for another one, but I've gotten a lot of good stuff out of lunapic.
