how in the world?

I am having a REALLY hard time with my 17 mth old wanting to be ON TOP of my 3 mth old. She literally wants to lay ontop of her, she climbs IN her bassisnet and lays on her, I put her in her swing and DD#1 tries to get in with her. DD#1 is constantly trying to touch or pick up dd#2. the only way to save DD#2 is to hold her. You don't know how many times I FINALLY get DD#2 to sleep because she is ALREADY a very fussy baby and DD#1 goes and starts moving her around touching her and whatnot.

I'm @ a lost as to what to do, I have taken her away what seems like a zillion times telling her "No" FIRMLY, or "That's NOT nice" or "GENTLE"

So does anyone have any advise as to whatelse I could do, I am so worried she is going to hurt DD#2, I don't believe on purpose but by accident.
