It took a lot of looking and a lot of trial and error, but I have found several really great sites. And all these sites are free to join. Also, I have proof that these sites pay like pics of checks I have been paid, a 1099 Tax form, etc.

One thing I have learned: Never join a work at home program or opportunity that wants you to pay up front. If they were making that much money, they wouldn't need to charge you.
Also, if you have a blog or a website, you can make Money with Google AdSense. A lot of people don't know how to start, where to set up an Adsense account, what the terminology means, etc.

Joining several sites seemed to work best for me in the beginning. That way, I had better chances of surveys and offers being available every day.
I still continue to do offers and surveys and most sites also have referral programs available too. I just try to stick to a schedule and work on this 3 to 5 hours a day on average. It does take some hard work, but it really paid off for me.
They are surveys for the most part.
I spent a lot of time and did a ton of research to find these sites and I haven't had any problems with them. I've been making money this way for over 6 years. All of these sites have lots of free ways to make money where no purchase of any kind is required.

There are a number of places where you can create free blogs and websites: Google's Blogger/Blogspot, Weebly, and Yola just to name a few.
I started a blog not knowing what i was doing, made it about my fave soap opera, added some photos and entries. I applied for AdSense and turned me down, they said my site was difficult to navigate, had under construction links and confusing links and something about layers-I know nothing about any of this since all I did was start a site, and write some entries-so odd. So I guess Adsense is not as easy as it sounds to be part of.
It sounds like AdSense wanted you to make some changes before approval. If it were me, I might change the organization/layout a bit, make sure all links and entries had content, and I'd continue to add content and then apply to AdSense again.
Continuing to add content can also help you with SEO (Search Engine Optimization). In other words, continuing to add content can ultimately help you rank higher in search engine results.
