Help he's 7months and stubbon. He likes peeing in my air vent.

I have a female shihtzu that kept peeing in the air vents. Since we were using the air vents, we simply tried to watch her closley and if she went  near them...outside she would go.  Both my shihtzu's were hard to housebreak.  We set a timer and took them out every hour for about 4 months before they learned.  They were 9 months old when finally housebroke.
