horse costume

my daughter wants to be a  cowgirl and so I was thinking about making a horse costume for the bottom part, with false people legs (her legs are in the horse back legs), so it looks like she is riding a horse.  I just don't know where to start.  

Has anyone seen a pattern or tutorial for this or have any tips.  


I am doing an illusion one for my self where I am a frog in a pot and there is a witch holding me in the pot

I would buy two pairs of matching sweatpants for the horse and go from there...
