The mixture for putting oil in bottles???

 Hello, does anyone know the mixture of oil & water (I think it is water) you put in bottles, then add flowers or something else. I have a couple of bottles I would love to use & some heather, think it would look nice.

I used to make those when i was in highschool. I never used water, just baby oil (because it's clear), then i'd cork the bottles and dip the top in wax a few times.
