Try to find some flash cards and go over those with him. My son is about 29 months old. He still doesn't say that much...it's sad but he's in speech therapy. But I've just recently gotten flash cards and he says Yo-yo and zoo. good luck!

The best thing you can do for speech development (barring any speech disorders... we're in therapy now and making progress!) is to talk to your little one... all the time.... read the grocery list, explain what you're doing, tell him about everything you see when you're out, repeat his babbles back to him and add some words of your own.  Easy first sounds are b/p, t/d, k/g, m, and n, but you should be hearing a wide variety of sounds in his babbles. :)  As far as words go, they'll come slowly at first but then start picking up like crazy.  Our pediatrician wanted my DS to be saying 7 words at 18 months (which he wasn't doing, hence the speech therapy referral), so I don't think that 3 at 15 months is too out of the ordinary. :)  Keep working with him!
