my bil asked if i could watch his 16 month old 2 days a week from around 8 till 3. he told me he would pay me to do it and to come up with a price. what do you think would be a fair price to ask?

I made $15/hour to nanny a 3 and 6 year old. That is the only rate I have to go off of, but it's a start!

Here most places charge $20 a day for anyone over the age of 2 and $25 for anyone younger

It depends where you live. I'd say look up the averages for your area, and go from there.

It depends where you live.  Here in NY the going rate for a babysitter is about 10-20 per hour per child.  (I'm lucky and only pay $40 for a day regardless of how many hours DD is w/her)

Here in PHX I pay $15 an hour for my 3 girls (8,4 and 8 months)
