Scabies is a mite that burows under your skin while bed bugs are, well, actual bugs which are tiny but can be seen scurrying around. They are both irritating and you should check the mattress and along the floorboards, headboard, etc. if you suspect bed bugs. They more commonly come out at night but sometimes can be seen during the day. Either problem needs immediate attention. Ask your doctor to check for the scabies and there is undoubtedly something you can get for scabies. They are extremely contagious and you can start by washing everything you possibly can including toys and stuffed animals and vacuming everywhere. My daughter the entymologist suggested putting everything you can into the freezer if you cannot wash it. Good luck!

Quoting pandy14:It depends on what the bites look like, as well. Bedbugs tend to be fire-engine red, and clustered in specific areas. If it's an isolated bite here or there, it may be from mosquitos or some other bug.
