Some only accept unsolicited/unagented manuscripts from SCBWI members and/or published authors. So get your SCBWI memberships gals! It's worth the cost. www.scbwi.org
And don't forget the magazine market to build up your credentials!

I was looking through the SCBWI site and thinking of joining anyway but was wondering why it is the case that some publishers will only look at your manuscripts if they see you are a member here?

Because they know you are serious and know at least something about the industry. You have no idea the kinds of submissions they get from people who've never done enough research to know about SCBWI, and how many.

Google the other publisher and type "scam" after it and see if you get any feedback. Better to be safe than sorry. I know people who have used Publish America and got their $1 and a poorly edited unmarketed book. It's not worth your time or effort. Research further before signing anything from them.
