Best time: September No lines. Best place to stay on a budget: the All Star resorts (Music, Movies, Sports or Pop Century). It's cheaper to stay at the resorts then at the hotels outside of Disney. If you plan on making Disney an annual vacation join the Disney Vacation Club it's well worth the money with over 500 places all over the world to use your membership benefits including other adventures besides Disney. If you plan on "hopping" around the parks make sure you add the park hopper option to your tickets. The best deal is from the Disney website it includes I believe 6 nights, 7 days for 4 at one of the all star resorts including tickets with the park hopper already included for like $1600.
