After DD was born I had an over supply of milk for a good 3-4 weeks, now it seems like my supply has totally tapered off. I can work on building supply again but my question is, when I pump, I barely can get 0.25oz out of my left breast but can get up to 4oz from the right side in one pumping session.
Is there anything I can do to balance it out??

You can nurse and/or pump more on the less producing side to encourage it to produce more. However, it does not really matter. The only thing that matters is total output, it does not matter hich breast it is from as long as you have enough.
I can count 1 time in my breastfeeding "career" (12 months with my 2.5 year old & 10.5 months with my 10.5 month old) that my left breast ever responded as well as my right to the pump. And as I am working outside the home now I'm pumping twice a day every day at work. My left is always about 1/3-1/2 of what my right is. It's normal for them to respond differently to the machine.

it's normal to get more on one side than the other; just like being right or left handed.
