Is it okay to diet while breastfeeding?  Or is there a certain timeframe when it is safe to start dieting while breastfeeding?

Yes and no.
You should strive to eat healthy and drink lots f water but while BF your supposed to add calories to your diet to help with milk production.

Weight Watchers has a very good program for breastfeeding moms. Most women do not have to add extra calories; our bodies use some of what we've gained during pregnancy forthat. TThat's one of the reasons we say nine months on, nine months off. The key is eating healthy and getting at least a little exercise. You don't want to lose too rapidly.

As long as you're eating healthy foods, drinking water and staying active you should be fine. You have a very high calorie requirement because of that, but you can diet and lose weight as long as you're responsible about it.
The best thing to do is eat a lot of produce, and eat small meals.
