I have a fifteen. Month old daughter and she yanks told out of other kids hands regularly. Today at the pool, she walked up AND pulled two other girls hair without provocation. Is it too early to discipline Her? How do i handle it? Am i alone Here?

I do not think that it is too early to discipline her within reason.  I began tapping my kids on the hand when they started crawling and taking things off the shelf.

That to me is not uncommon.  AT this age kids believe that the world revolves around them.  Some kids are more passive and some are more agressive.  My daughter is also very agressive.  Maybe when she takes something out of another child's hand you could talk to her and tell her to give it back and then make her say sorry (if she is able to talk enough).  After she pulls hair I would take her back to the kids whose hair she pulled and tell her to say sorry.
