What size shoe is your 4 year old wearing now? My baby is in a 12. Is that about average?

It sounds a little big. My daughter is size 7 but I know she has tiny feet, my 19 month old son's feet are almost as big as hers. They seem like they haven't grown in forever. She's also small for her age, she's about 10th percentile in height and weight.
