Kids and cell phones

My sd is saying that the reason she never calls her dad is because her mom doesn't have long distance and won't let her call even collect.

We have come up with the idea of getting her a cell phone but we need to make it so her mom can't use up all her minutes (yeah she would) and it can be used only for her to call her dad.

Has anyone had to do something like this and what type of cell plan did you get? Really with divorce so common these days I think there should be a "child of divorce plan" where you can plug in the paying parents number and that is it. It would probably cell like hotcakes!

that phone won't cover our zip code area. That would have been a good one though
