Okay last yr a friend of mine made 45000 and only got back 3000 is that rite without dependants.

Correct. It is IMPOSSIBLE to answer this question given the information presented. You would have to know how much was deducted, if the person has IRAs, other accounts, etc. The US tax code is complicated and is not a "one size fits all" code.

I do taxes for a living and you can't just go by a persons income.  They could own a home and have interest mortgage to write off.  They may claim single and 0 on the W-4 and have lots of money taken out during the year. 

Both these ladies are right.  Taxes are different for everyone.
