Texting Someone Who's Driving

In most states, it's illegal to text while driving.  But does the person who's texting the driver from somewhere else also share some of the responsibility?  Or is it only the driver who's ultimately responsible?

The driver is soley responsible. They shouldn't have answered the text.

I found out that it's only illegal to text and drive if you're under 21 (in Missouri). I think it should be illegal everywhere. :( And no.. the person texting doesn't know if the person is driving, that's dumb.. it's the driver's responsibility 100%.

The driver is the only one responsible for watching the road. 

How can anyone expect another person to just know when someone else is driving? I mean, I don't know the daily itinerary of my friends and family. If I text them and they answer while driving, that is their own fault if they get in an accident. I'll not be held responsible for a driver being stupid and answering or responding to a text or call while driving. 

Then again, I have no issues here. Currently without a mobile phone atm :(
