  Has anyone ever made a flower arrangement with that water that hardens, if so is there any way that you can get it out of a vase?

I'd try CLR or viginer to try to remove the hard water.

I've only seen hard water stains in vases, not to a whole flower arrangement being stuck. Can you post a picture?

 I would think sliding a butter knife down the edge and slicing a line between the vase and gunk would break the seal.

This is clear stuff that makes the flowers look like they are in water, fake flowers of course, I'm sure all of you have seen it!
