A witness told Portland police Jamie Todd Hensler tried to speak to kids and toss a water balloon at them at about 8:14 a.m. Monday in Couch Park on Northwest Glisan Street.
Hensler then started taking off his clothes, said Sgt. Pete Simpson, a police bureau spokesman, and began washing his genitals in the park fountain.
The kids were about 10 feet away, said Simpson.
Hensler was arrested and booked into the Multnomah County Jail on misuse of a drinking fountain, indecent exposure and disorderly conduct charges. He was also issued a park exclusion.
Hensler is due in Multnomah County Circuit Court on Aug. 3 in connection to a separate incident on June 23 where he is accused of assault, harassment, disorderly conduct and recklessly endangering another person.
He has pleaded not guilty to the accusations.

This happens ALL the time around here. Very few ever get arrested for it though.. LOL Usually people aren't as dumbass as this dude was. People usually wait until the wee hours of the morning or really late at night and use the fountains to "bathe". So that no one is really around to see them or catch them. If you are out and about, you see them, but that late no kiddies are around. This guy, this guy has issues that go beyond needing to get a quickie bath in.
ETA: I live in Downtown Portland.
Just reinforces why I don't let my kids drink from outdoor water fountains. Yuck.
